MTSS at HSA McKinley Park Elementary
What is MTSS?
Multi-Tiered System of Supports (MTSS) is a framework that helps educators
provide academic, behavioral, and SEL strategies for all students with various needs through an equity lens.
MTSS grew out of integrating two other intervention-based frameworks: Response to Intervention (RtI) and PBIS.

What does MTSS look like at HSA McKinley Park?
MTSS Leadership Team:
- Principal, Assistant Principals, Case Manager
- Reading, Math & Behavior interventionists
- School counselors and social workers
- Multilingual Coordinators
- Community & Family Liaisons
MTSS Process and Procedures:
1. Students take the STAR universal assessment in the Fall, Winter and Spring to measure academic growth. Based on results, students are placed in Tier 1, Tier 2, or Tier 3 (see graphic).
- Students placed in Tier 1 receive general core instruction at grade level.
- Students placed in Tier 2 receive small group, targeted instruction 3 to 4 days per week with the classroom teacher.
- Students placed in Tier 3 receive explicit instruction 3 to 4 days per week in a pull-out setting with an interventionist.
2. There are 3 MTSS cycles per year, each lasting 8-10 weeks. Teachers analyze STAR data and plan instruction based on student needs. Teachers track student progress using bi-weekly assessments.
3. At the end of each cycle, Teachers meet to determine if students will move up or down within the tiers based on their test scores. Families receive a notification letter notifying them of their child’s MTSS status.
